SCOPE OF WORK
• Demolition and removal of damaged stair treads and/or stringers
• Structural framing and installation of replacement stairs (steel or concrete)
• Fabrication and installation of handrails and guardrails
• Resident egress coordination and temporary access management

• Falls from height
• Falling tools or materials
• Structural instability during demolition
• Trip hazards and cluttered pathways
• Noise exposure from power tools and generators
• Temporary egress limitations for residents

CONTROL MEASURES & SAFETY PROCEDURES
Fall Protection (WAC 296-880)
• Required above 6 feet in construction
• Guardrails, PFAS (harness/lanyard), and fall restraint required
• Anchor points must support 5,000 lbs minimum
• Site-specific Fall Protection Plan kept on-site
Personal Protective Equipment (PPE)
• Hard hats
• High-visibility vests
• Safety glasses
• Work gloves
• Steel-toe boots
• Hearing protection (as needed)
Temporary Egress
• Maintain clearly marked, unobstructed exit paths
• Comply with WAC 296-800-310 (lighting, signage)
• Written notice to residents of any changes or closures
Scaffolding & Ladders (WAC 296-874 & 296-876)
• Qualified personnel to erect scaffolding
• Daily inspections of ladders and scaffolds
• Use ladders only on stable, level ground
• 3-point contact maintained at all times
Dust & Debris Control
• Tarp and barrier systems around active work zones
• End-of-day cleanup required
• Use chutes for debris removal from heights
Tool & Equipment Safety
• All tools inspected daily and have guards in place
• GFCIs required for all power tools
• Electrical cords kept out of walkways and marked clearly
Resident & Public Safety
• Install physical barriers (fencing, caution tape)
• Post multilingual (English/Spanish) warning signage
• Keep materials clear of walkways and entry points
